I was wondering, since the mazhar, riq and other types of arab drums are not the regular type of instruments most people talk about, I thought I'd ask here: are they all similar to the classic tambourine?

Well, yes and no.
The tambourine doesn't have a skin, it's just a "circle" equipped with cymbals. You shake it and you have music. A frame drum is, in fact, a drum!
